Abstract


In recent years , highway construction , because it can bring enormous social and economic benefits , and gradually become the focus of investment in infrastructure , the state funds for highway projects is also increasing year by year . But in the actual process of building the highway , but often produce a settlement over budget , budget over budget , the proposed budget ultra estimate , \Construction management phase of the highway project cost control as the practice of building depth in stages set in the construction and management of stage design budget as the basis for the construction and installation engineering contract for the target , control the investment of the construction and installation engineering . Traditional highway project construction management phase of cost control alone is not enough to control the project payment . In this paper, we consider the expressway project implementation phase complex characteristics control for detailed study and analysis of the cost of the construction management phase of the Owner , party construction management phase of the highway project owners to find out the critical control points , while the key the control points analyzed and discussed, and combined with the practice of the second phase project of the Beijing-Shanghai Expressway ( Tianjin above) empirical research , and strive to make the owner premise to meet the quality and progress , with the least cost control stage of the construction and management of the Owner investment to achieve the the highway project investment goals .
