Abstract


Strengthen crisis management, the relationship between national economic and social affairs of the overall development and people's lives and property safety , comprehensively implement the scientific concept of development, building a socialist harmonious society , governments at all levels adhere to the people first and governing for the people , the full implementation of the Government an important manifestation of the functions . Effectively strengthen crisis management , especially flood control and management , the urgent need to ensure the safety of Shanghai City .
