Abstract


In recent years, the highway construction because of the huge social effect and the economic benefits that it might brought, gradually became the key point of the infrastructure investment, and the country fund in the highway project is also increasing progressively year by year. But actually the phenomenon often produces in the highway construction process that is "the final accounts exceeds the budget, the budget exceeds the budgetary estimate, and the budgetary estimate exceeds the project estimate", so it causes the design budgetary estimate not to control the total investment of the project. Therefore in the highway project construction process, the project owner lacked the effective monitoring measure and the control method to the investment, at present it becomes the main question in the highway investment management of our country.This article from the highway project owner’s angle, citing the whole-process control theory of the model architectural engineering, researches the cost control method of each main stage in the highway whole-process construction detailiy. The main content and avhievements as follows:1.At the base of analyzing the highway investment component, the process of the highway project investment control is divided into five important stages, that is: the project decision stage, the design stage, the bidding stage, the construction stage, the completion acceptance stage, then they are carried on study separately, and the corresponding cost control goal is proposed on each main stage.2. The value engineering method、Whole life cycle Theories and Indetermination analysis method is utilized in the optimization of the highway design plan. On the foundation of analyzing the principle and utilization steps to this method, this method’s control function to the design stage investment is explained by the example.3. According to the project cost control methods which has been summarized, and aimming at the concrete characteristics of the highway project, some effective investment control measures are proposed the separate stage.
