However, some scholars held the opposite view, that these gaps is only the manifestation of the economic divide in digital applications, the so-called race, gender, intergenerational differences are actually phantom, the real divide is only the level of income; even the digital divide is also the result of human speculation, because this divide has always existed, it is nothing new. Ethical issues embodied in the digital divide (digital divide) is an issue of social justice. How to embody social justice, promote social justice and development issues, and become an important issue in the ethics of science and technology. The second part of this article: the digital divide to form ethical conflict analysis, discusses the digital divide are the manifestations of the social justice issues of the information age, it is a concrete manifestation of the starting point in two ways: from country to country, between people and inequality of opportunity, and from the analysis of these problems reveals its inherent ethical issues such as social justice. The third part of the situation from an ethical perspective should pay sufficient attention to the phenomenon of the digital divide, the government and the international community should cooperate to gradually narrow the differences tentative proposed to solve the digital divide should follow the principle of fair opportunity principle, the overall principle, the principle of humanity, and the be demonstrated and elaborated. Research methods take two different perspectives, the international perspective analysis (Intemational per printed eetive) the domestic the Perspective (Domestie per printed eetive).
