Abstract


Digital Divide (Digital Divide) refers to different countries, different regions, different groups of people in mastering the application of information technology (digital technology) as well as the development gaps in the information industry, the gap between the information rich and the information poor . On the authenticity of the existence of the digital divide, many scholars believe that the problem does exist, such as national, ethnic, gender, intergenerational divide. However, some scholars held the opposite view, that these gaps is only the manifestation of the economic divide in digital applications, the so-called race, gender, intergenerational differences are actually phantom, the real divide is only the level of income; even the digital divide is also the result of human speculation, because this divide has always existed, it is nothing new. Why people contact traditional media such as the difference in the difference between the newspapers, television and digital technology as different things? This article is based on the ethical perspective to explore the problem of the digital divide, the facts prove that the digital divide is undoubtedly there. its existence, however, is it really as some scholars have said is just the manifestation of the economic divide in numbers? Obviously not, any generation of things can not be separated from a social premise, if the digital divide in the society it exists to think about the background, social starting point is consistent with the case, as many people have said, the generation gap is inevitable. Examine the social roots of this gap, we will find the essence of this gap, produce such a social background of the digital divide between countries, especially between developed and developing countries, the starting point of the development imbalance and interpersonal inequality of opportunity. This is undoubtedly reveal to us the digital divide is not just a technical gaps, also is not a new problem, but the original industrial society social justice issues in mankind enters the information age new manifestation It appears exacerbated the gap between rich and poor countries and between countries, and between people, a new poverty, that is poverty of knowledge and ability. Therefore, how to overcome the divide between rich and poor of the information behind the development of a global dilemma.
