Abstract


Building a responsible government is government reform, the development of target selection, but also an important issue for the current academic research. China is now in a critical period of the modernization of socialism with Chinese characteristics, in such a special historical conditions, the Chinese government's burden is heavy, how the Government will take on the task to guide the development of Chinese society through its own building and is needed pinpoint an entry point, the administrative accountability is to build a responsible government ways. In the first chapter of the concept of \\\The responsibility of government is able to assume the responsibilities of government; conscientiously fulfill the functions of government; efficient, clean, honest government. Administrative accountability mechanisms of normal and reasonable running a security administration; administration supervision system;, a form of administrative responsibility; entity specification with the combination of procedural norms. The theoretical basis of the administrative accountability system: sovereignty in China, equal justice ideology; principal - agent theory, public choice theory, transaction cost theory. Administrative accountability system functions: administrative accountability system is an important prerequisite for building a responsible government; necessary foundation for building a responsible government; building responsible government protection. Pointed out that in the second chapter of administrative accountability problems in practice: 1, the lack of administrative accountability unified explicit legal provisions; 2, the lack of a culture of responsibility, the responsibilities of authority rather ambiguous; oversight mechanisms dummy; 5 , the lack of information disclosure mechanism; 6, the performance evaluation mechanism is not perfect. By analyzing the experience of the extra-territorial administrative accountability, and a search for a gap to absorb its essence part of our country. Chapter III is proposed to improve the administrative accountability system to run the program design, including sound administrative accountability of the legal system; optimize the operating environment of the administrative accountability system; improve administrative accountability mechanisms. Sound administrative accountability of the legal system must first formulate a unified administrative accountability, clear administrative accountability body, to broaden the scope of accountability, clear lines of responsibility identified standards, strict administrative accountability procedures, increase responsible way; followed by a sound administrative accountability Relief regime. Optimize administrative accountability system environment from internal environment and the external environment, two aspects. From three aspects of supervision and accountability mechanisms, strengthen the construction of information disclosure mechanism, improve government performance evaluation mechanism, to improve the administrative accountability mechanisms. The innovation of this paper is mainly two things: First, the responsibility for the integrity of the system and the full implementation of the important elements of the government under the rule of law, which is consistent with the powers and responsibilities of the unification of the rule of law and State. Is relatively reasonable perfect for the lack of the legal system of accountability, and provide theoretical support for national legislation. Deficiencies that administrative accountability system involving knowledge of political science, administrative science, law and other disciplines, the the limited theoretical level, the study was not thorough enough.
