Abstract


Building a new socialist countryside is a major historic task in China's modernization process , is a major strategic decision of the party and state and the long - term goal is a comprehensive system engineering . Inherent requirement of building a new countryside and the only way to strengthen the rule of law in the new rural construction . New socialist rural essence of the rule of law in the new countryside , not the rule of law in rural areas , it is impossible to rural harmony and stability , fairness and justice . Therefore, attach great importance to the study of a new socialist countryside construction of the rule of law , to promote the great practice of the construction of a new socialist countryside in China , is one of great theoretical and practical significance of the subject . The paper to elaborate the concept of the rule of law of a new socialist countryside construction connotation , discusses the necessity and the significance of the new law in rural , and put forward the guiding ideology and principles of the new law in rural area . Resolve the difficult situation of the rule of law and building of new socialist countryside , the cultural predicament of economic difficulties , political difficulties as well as social predicament and then focus on four aspects of cultural, economic , political, social , and pointed out that the present situation and existing problems . Then the constraints of the elements of the new law in rural and content analysis , and then explore the path out of the new law in rural plight .
