Abstract


At present, our country not only transferring from agricultural society to industrial society, and in the traditional industrialization transition post-industrial era transformation. The modernization process performance for agricultural society, industrial society, post-industrial society multivariate form coexist. With social and economic development to adapt in administrative mode route choice, we should also reference rational bureaucracy, new public management and the new public service three administrative mode, goes out a localized multivariate administrative road. Total ecological pluralistic society structure complexity determines that China should strengthen administration mode from the multi-angles of research and perfecting the rational bureaucracy at the same time, from the new public management and the new public service and other western advanced conception and method, then form a kind "steering and service" and multiple administrative pattern.
