Abstract


Facing the increasingly complex international and domestic situations, there are more competitions between countries, regions, and the core measure of a country and regional competitiveness is an important indicator of government capacity. Local government as the basic unit government, its ability construction has increasingly become a hot issue. It is a crucial role for the country’s prosperity, social stability and improving people’s living standards.Marxism is the guiding ideology of the socialist modernization, but also capacity building of local government theory. This article from classic marxist writers theory comb a state function theory, and then focus on two aspects of state functions: political domination function and society management function, summarizes the local government should includes two aspects of content: the maintenance of local social stability and harmony and economic development and the ability to provide public service. Since the reform and opening, with five administration systerm and the reform of government institutions, the ability of local governments in promoting regional economic development, local political stabilitharmony and place the supply of public products and services aspects have been ascension. Meanwhile, local governments have exposed the shortcomings in management of political,economic,cultural,social life ,such as lack of capacity to tackle the crisis ,lack of administrative capacity, lack of the supply of public goods and service, lack of performance management. The reason is mainly local government functions is not in place, local government abuse of power, local governments supply public goods and services mechanism is not perfect, and local government workers sense of crisis and service is not strong. According to the ability of local governments in the causes of deficiency of marxism, under the guidance of the state function theory, this paper puts forward the construction of the ability of local governments in concrete goal: the responsibility of the government, government ruled by law, and the service government. On the basis, the paper explained to strengthen local government capacity-building concrete measures:define governments at all levels, change the function scope of local government functions; improve the government’s operation mechanism , strict administration according to law; Implement performance management system, improve the administrative efficiency; put forward the ability of public services necessary to strengthen the public service capacity and performance management ability
