Abstract


The modern system of social assistance has only existed for over a hundred years; however, it has played an important role in the function realization of government. It’ s the foundation stone of economic development, political stability and social progress. Contemporary western countries have comprehensive social assistance systems. The most representative countries are Britain, US. Japan and Nordic countries, which represent different mode of social assistance systems. China’s modern social assistance system is established later with many aspects to be improved. In recent years, governments are paying more attention to the establishment and improvement of social assistance system, and the construction of the systems also presents different characteristics. This paper attempts to compare and analyze the importance, development process and characteristics of social assistance system in modern social security system, so as to find reasonable measures for the development of China’s social assistance system. Here are the main contents. Firstly, this paper gave a comprehensive exposition of the importance and significance of social assistance system in the modern social security system. Secondly, this paper analyzed the evolution and situation of social assistance system since the founding of PRC through clarifying the historical context of the development of the system. Thirdly, this paper took the typical representative of different social assistance system, i.e. Britain, US, Japan and Nordic countries, for comparison, made an analysis of the welfare systems, thus offered realistic basis for the comparison of the application of social security system between our country and foreign governments, and proposed the reference ideas. Finally, to perfect the social assistance system of our country, this paper put forward rational suggestions from three aspects:the objectives, basic direction, and implementation of the reform of social assistance system.
