Abstract


With the deepening of China's economic reform , social management system has undergone profound changes . To meet this requirement , the most grass-roots social management community management from the management philosophy, management style to the values ??have undergone major changes. Community Management from a planned economic system under the government-led , administrative order gradually to a market economy under the guidance of the government , community self- transformation , in this process, the Government of exit in community management and community autonomy has been accompanied by the line of endogenous , there are some urgent problems , this paper the author River District, Shenyang City, the community building conducted field surveys and research , put forward to solve various problems in the urban community autonomy countermeasures . This paper is divided into four chapters. The first chapter , Chinese urban grass-roots social organizations overview. Main analysis of the planned economy and market economy development path of community governance and community autonomy three historical stages of development ; second chapter introduces the research community autonomy theoretical tools and foreign experience in community governance . Chapter III , River District, Shenyang City, the issue of community autonomy . Analysis of the River District, Shenyang City, the history of community development , problems of performance and impact . Mainly community based agencies , administrative tendency serious , the community of democratic construction lag , community autonomous functions weakened government offside , vacancy issues outstanding issues ; fourth chapter , proposed to solve various problems in urban communities autonomy countermeasures . Innovation of this paper are: First, the combination of intelligence , Shen He District , Shenyang river starting from the research community to build democracy in the issue of autonomy , and from the analysis of the particularity of Shen River community question the universality of democratic self-government ; two stages from the Community Development of community-building process to analyze the existing democratic autonomy issues and put forward countermeasures.
