Abstract


Accompanied with the rapid development of social economy and information technology, video monitoring system has been widely applied to all walks of life to meet the needs of security and management. With the popularity of Internet and increase of video monitoring needs on large-span and large-scale, the traditional ways of video monitoring can hardly meet our requirements nowadays.Considering the booming video monitoring technology and information technology represented by digitalization and networking, as well as strong needs of security and management from different sectors and fields, China Telecom, whose business strategy is in transition to full range of business, launched it’s new product "Global Eyes" timely. Characterized by strong integrated platform, flexible deployment, business models adapted to market, "Global Eyes" meets the need in the monitoring market.In this paper, it first introduced the background of China Telecom "Global Eyes" business, Expounded and compared three development stages of video monitoring system including the advantages of "Global Eyes" in 3rd stage vs. those in 1st and 2nd stage. Then based on needs analysis and program design for the project of Fujian Transportation Office, "Traffic Video Monitoring System", it elaborated on "Global Eyes" in the areas of construction ideas, systems architecture, network mode, etc. Lastly, it put forward the outlook of "Global Eyes" business direction.
