Hardware industry is a traditional prominent industry in Jiangyan City.Closely connected with it, the metal-surface treatment, in a large scale, hascome into being. The producing techniques and skills of such enterprises,however, can not meet the needs of the hardware industry, the presententerprises of metal-surface treatment are expected to improve in thetechniques and skills, in addition of the establishment of East China HardwareCenter. Therefore, building a metal-surface treatment center has become apressing matter of the moment to integrate the management and control thepollution caused by the hardware industry.The article analyzes the current problems and situation of the electroplatingindustry, makes the suggestion that it should be necessary to set up ametal-surface treatment center. The advantages can be obviously seen: first, itwill do good to the environmental protection and continuous development;second, it will contribute to the generating of electroplating; third, it will helpstrengthen the attraction to the outside world.Those who intend to take a place in the center have been studies in thefollowing aspects: clean producing, measures for preventing pollution, strategyfor economic evaluation and pollution control, investigation and assessment forthe current environment, pre-assessment for environmental influence, analysisof accident risks, control of the amount of pollution, demonstration offeasibility and reasonability, analysis of environmental economic damage,participation of the public and plans for environmental management andsupervision.According to the study, it is practical to build a metal-surface treatmentcenter. Suggestions have been made on how to ensure the environmentalprotection and safety in producing procedure.
