Abstract


At present, China has entered the crucial period of building a new socialistcountryside, building a harmonious society, and solving the "three rural" issue.Township and town government civil servants are in the most grass-rootsgovemments of our five-level government system. Most of the township and towncivil servants’ work is directly vast rural areas, peasants, and agricultural development,their enthusiasm, initiative, and creativity, and their working attitude, ability andperformance are directly related to the effectiveness of the township and towngovernment and the implementing of the government’s objectives. Establishing andimproving an effective township and town government civil servants’ incentivemechanism——to stimulate township and town civil servants’ consciousness andawareness of the initiative, to improve their own quality and capacity, so as to providehigh quality and efficient public services and public goods to the broad masses ofpeasants, to satisfy their needs, so as to help upgrade the township and towngovernment, effectively realize its functions——has become the very important issueof building a new socialist rural areas and solving the "three rural" issue of themoment.This paper is based on the questionnaire survey and the data analysis about thetownship and town civil servants’ incentives and incentive mechanisms status inYuanzhou, use the human nature assuming that as the logical starting point, use thedomestic and international classical incentive theory, to study the reasons for thepresent situation, thus reveals Yuanzhou township and town civil servants’ incentiveand the incentive mechanism, and on this basis, refer to China’s ancient and modernWestern countries’ useful incentive experience, and follow the principle of incentivemechanisms, to propose the countermeasures to construct the township and towngovernment civil servants’ incentive mechanism: First, in terms of the ecologicalenvironment of incentive mechanisms, accelerate the building of a market economysystem to optimize of the economic environment, promote political democratizationto optimize the political environment, in terms of the optimization in a culturalenvironment, to foster harmony fair and equal competition in the socialist marketeconomy culture, and the rule of law, the service features for the new administrativeculture. Secondly, start from the incentive mechanism system, strengthen and improvethe building of township and civil servants’ career planning, training, pay, promotionsystem and the examination system. In particular, the introduction of Career Planningto the township and town civil servants incentive mechanisms. Finally, start from thecivil servants themselves, The proposal of building a township and town civilservants’ self-motivation—this is an extremely effective and enduring incentive, isvery challenging, and it is also extremely difficult to achieve, we can make it byconstructing the township and town civil servants’ values system, ethics and moralquality.
