Abstract


Independent innovation is not only the core competitive capability for a country, but also the decisive factor for the development of science and technology. From the view of the needs to participate international competition, the contemporary international competition is in the final analysis competition between the technical strength and the innovation ability. The ability of science and technology innovation, especially the ability of independent innovation, has become the decisive factor for a national competition. In the era of globalization, the greatest external variable of development in science and technology is the scientific and technological policy, which can build up a good environment to smoothly carry on the independent innovation. The country is like this, so is the area.Since directly under, the Chongqing municipal government has taken many regional policies on science and technology and the necessary measures. The implement of these policies and measures has greatly sped up the development of Chongqing local science and technology, the economy and the society. However, from the overall perspectives that, Chongqing still lacks in the system regional science and technology policy under the market economy condition, and this is disadvantageous to the formation of independent innovation system. Therefore, it is of vital significance to study the driving function of the policy on science and technology to independent innovation and to find out its effect and existing deficiency for proposing the countermeasures and the suggestions, carrying out the theory of accelerating the implementation of“revitalize Chongqing through science and education”, and further perfecting the existing scientific and technological policy.As the important constituent in the regional policy, the regional policy on science and technology is also one part of the policy on science and technology. The regional policy on science and technology needs to take many environmental factors into consideration, such as the regional social economy, politics, law and the level of regional science and technology development. Based on Chongqing’s situation and under the instruction of the regional policy of science and technology, the paper applies many methods to do the research, such as the analysis and the standard, the contrast analysis, the qualitative and quantitative method. Then in view of the present situation and the existing problems of Chongqing’s science and technology policy, the paper proposes suggestions to perfect Chongqing science and technology policy, through reference the driving function of domestic and foreign developed policy on science and technology.
