Abstract


Since china have been appeared empty in individual account and transition cost can’t be solved during the pension reform,we must reflect the efficiency of pension reform and calculate the actual effect of pay as you go system.This paper consult internal and external security theory and take economy dynamic efficiency as benchmark,try to answer the hereinafter question:(l)How economy dynamic efficiency effect the choice of security.(2)If china’s economy at dynamic efficiency.(3)What’s the choice of china.First,this article construct a over lapped generation model which include technology progress and social security factor,we use it analyse the mechanism of funded scheme and pay-as-you-go scheme.we also utilize a compare welfare model which consider transition from funded scheme to PAYG scheme to analyse how economy dynamic efficiency effect the choice of security from both every generation and collectivity generation.Our conclusion is,the transition from PAYG scheme to funded scheme must impair someone’s welfare if economy state in dynamic inefficiency,so the best choice is adopt PAYG scheme when economy is dynamic ineffiency.We adopt dynamic efficiency concept and AMSZ rule to check China’s economy,both methods prove that China’s economy state in dynamic inefficiency,this means that PAYG scheme is the best raising funded mechanism in China’s security choice. Our conclusion intensified through compare two kinds penstion system’s investement risk and cost.The last part of this article give some policy suggestion about PAYG scheme’s continuance in old age crisis,include extend scope of social security,adjust parameter of PAYG scheme,and lossen one child policy.
