Theory-“Putting people first”, is one of the human greatest thoughts. To the people, concern, respect, service and promoting them to develop have become social widespread requests. The Party put forward the opinion clearly in the decision which was made in the Third Plenary Session of its Sixteenth Central Committee:“Putting people first; to adhere to the scientific viewpoint of all-round, balanced and sustainable development; to promote all-round development of the economy, the society and the people.”Army must change some wrong ways in the ideological and political education, such as“simple inculcation”and“passive education”, so the theory-“Putting people first”must be used. Relating closely with the Army’s ideological and political education, the paper does an elementary theoretic discussion on this topic.The paper has three main parts. In the first part, the author discusses the main idea of the theory-“Putting people first”, which is the theoretic basis of the following content. In the second part, the author expounds the applied significance of the theory-“Putting people first”in the Army’s ideological and political education. In the third part, the author discusses the application and practice of the theory-“Putting people first”and gives some new thought for the reform of Army’s ideological and political education. Firstly, as the guidelines, we should respect the people’s spirits and set up new principles of the Army’s ideological and political education. Secondly, on the objective condition, we should know people’s demand and form a healthy environment. Thirdly, in the contents, we should mould people’s thought and enrich the important contents of the Army’s ideological and political education. Lastly, for the ways in practice, we should promote the development of people and innovate the scientific methods of the Army’s ideological and political education.
