Abstract


The administrative affairs openness of a nation is an issue which is mainly concerned by entire society and academic circles. Currently, the administrative affairs openness in China requires studying and discussing carefully on the theoretic level and practical level, meanwhile it is also indispensable to study about the subject (government) and the object (citizen) of the issue.The thesis enters upon from there aspects: Firstly, recount the definition of administrative affairs openness, ascertain the concept in the thesis, and rationalizes the category and the connotation. Then, through the observation of administrative affairs openness history in China, have a clear cognition to the essence and characteristic coming to it. Next, making synthetic contrast of condition with China-foreign administrative affairs openness, come to discover the current problem of the issue in China in order to find out enlightenment and the experience at present stage. Finally, investigate and discuss the influence of administrative affairs openness for chasing down how it could come to affect the government.Through the study of this article, the corresponding solution to present stage China administrative affairs openness is proposed as followed : it is imperative to working out and distributing the" government affairs information openness law" as well as a series of laws and statutes, which ensure the citizen knowing government information and reinforce the public superintending the government; building a long-effect stable interactive mechanism between the government and the citizen, which guarantee citizen authority and constraining the governmental decision and behaviors; and composing a comparatively entire effective administrative affairs openness system. This system includes leaded by the government, enhanced vast farmers to the government surveillance consciousness, established the related department in the government, developed the citizen’s right to voice and the supervisory authority in each kind of public hearing system, strengthened the window official’s drive mechanism in the government affairs center and so on. It also takes on the significance to democracy construction in China.
