As vocational-technical school is attached more and more importance by state, A vocational-technical institute develops quickly. Scale is larger and larger, and information need is stronger and stronger. In order to improve management efficiency, every department purchases management software. However, since it is purchased independently instead of at whole institute position, technique and standard are not fitful. As a result, these systems are not compatible and resource can not be shared. It is difficult for institute to manage unitarily. Some disorder appears which should not happen.Share among these sub-systems is strongly needed. Under this circumstance, campus all-purpose card emerges as the times require. Campus all-purpose card system is a card which combines bank card finance function and campus management. By this card, teachers and students identity is confirmed and they can consume in campus. Campus all-purpose card is a inexorable trend of college informatization development.Campus all-purpose card system of A vocational-technical institute is constructed in this paper. Based on system theory, Development scheme and management mode of campus all-purpose card system is issued. Then cost and profit of campus all-purpose card system are analyzed. At last, safeguard mechanism is constructed. Normative, safe and extendible campus management system is built in order to realize campus information management informatization, intellectualization and self-service. Intrinsic self-governed systems are Integrated and waste of resource is decreased. Operation flow is recombined.
