In the process of building a harmonious and moderately prosperous society in our country, public security becomes one of the most concerned issues. The key of ensuring public security is to establish a complete monitoring system and IP Camera take a important role in constructing Safety City because of its unique advantages.The technology of media processing is important for IP Camera. This paper focus on two aspects,one is about the audio coding technology and application in IP Camera, another is about the algorithm of rate control. Chapter 1 of this thesis,firstly proposed the history and development trend of the IP Camera, then introduce the significance of this research; chapter 2 firstly discusses the core technology about IP Camera such as audio and video coding algorithm, streaming media transmission and storage,application of intelligent algorithm,network survivability and network management, then proposes the hardware structure and software structure of IP Camera.chapter 3 designs and realizes the audio transmission and alarm record. Audio coding algorithm based on AVS was realized in this platform; chapter 4 mainly discusses the principle and the optimization of H.264 rate control algorithm. After researching the rate control algorithm of JVT-H017,this text presents the optimization about it. Chapter 5 gives the experimental results.The result about AVS coding algorithm meet the requirements,so it can put into use.The result also show that new rate control algorithm reach the requirements.Chapter 6 of the text are summarized.
