The demand of sports and health from massive people grows much stronger with the economic prosperity and social progress. Plus, the success of Beijing Olympic Games and the brilliant achievements of competitive sports combined together to stimulate the development of mass sports, meanwhile, the ideology of nation-wide fitness becomes more and more popular. City community sports, as an important part of mass sports, has also acquired fast growth. City community sports is the result of sports socialization, inevitable trend of social development and dispensable content of the construction of spiritual civilization in cities. However, the weak sense of massive people , the imperfection of organization, the narrow scope of people and various kinds of units involved, the material insufficiency of stadiums and facilities for community sports still exist and influence by various degree the realization of requirements of sports activities from the massive people. Meanwhile, the university sports resources like sports talents, stadiums, facilities, literature, the ownership of sports information are relatively rich, but not fully utilized. Therefore, university sports resources serving for the development of city community sports is a necessary path.In this context(Under this background), paper analyse the safeguard mechanism of PE resources of HIEs service community sports .By using of the method of literature, logical analysis ,expert interview, case analysis etc, summing up the current situation of service work of mass sport, the paper analyses the objective and subjective factors in the development of service work of mass sport and services shortcomings in the process. On this basis, the study explores how to protect the development of service work to avoid some barriers and problems. under this research, this paper from the perspective of government administrative departments of sports, community and HEIs , clear regarding their roles ,and then put forward some guarantee measurements to create a linkage pattern environment to make them can organically combined .At last, Zhenjiang City was taken as an example to illustrate. Survey of the status of sports facilities open for community to use, describing some positive safeguard mechanisms of Zhenjiang HEIs sports services to respond and confirm the feasibility of the safeguard mechanism.
