Abstract


The United States is a high degree of industrialization and urbanization of the country. However, according to the U.S. Federal Bureau of Statistics, there are still about 21% of Americans live in rural areas. 31.3% of the U.S. public schools in the rural areas, more than 21% of public school students enrolled in these schools. Therefore, the basic education in rural areas is still an important part of U.S. basic education can not be ignored. However, due to various reasons, the contemporary development of basic education in rural areas lag, facing a lot of difficulties. Based on the similarity of the two countries on the basic education in rural areas, the papers focus toward basic education in rural areas in the United States, mainly from the level of federal government intervention in basic education in rural areas. Based on these studies, to deepen our typical problems of basic education in rural areas of the United States federal intervention, understanding of the experience, and the other hand, the status quo of China's basic education in rural areas of state intervention, has put forward a number of recommendations, the establishment of a sound basic education in rural areas in China's intervention Policy tools provide useful experience. This thesis is composed of five parts. The first part is an introduction, a brief description of the background and significance of the topic of this paper. Overview overview of this field at home and abroad, on the approach to the study of this paper, and the main concepts were defined. The second part of the history of federal intervention policy on basic education in rural areas is briefly reviewed. U.S. Federal intervention policy development of basic education in rural areas is divided into three stages: the federal government intervention caution period, intervention slowdown period, the duration of the intervention. Explore and analyze the background of the third part of federal government intervention in the basic education in rural areas, starting from the living environment of the rural communities and educational environment, the main problem of the existence of basic education in rural areas. Part IV describes the situation and the basic characteristics of the intervention of the federal government for basic education in rural areas. Implementation of intervention from the federal government departments, federal aid projects for rural basic education and basic strategic measures three aspects of the basic conditions of the federal intervention of basic education in rural areas. And summed up the characteristics of the intervention. The fourth part of the federal intervention in basic education in rural areas. Analysis from three perspectives, the first intervention policy itself; followed by matching resources and intervention; final aspects of the implementing agencies and target groups. The fifth part is a revelation part. Combination of actual basic education in rural areas, and to reflect on the U.S. federal government intervention in basic education in rural areas in order to put forward on the basis of the establishment of China's rural basic education policy enlightenment.
