Abstract


Theory and practice has proved completely solve the \The best way to promote the rural land use rights reform is the implementation of the rural land securitization . In the framework of China 's rural land system and the corresponding laws and regulations , China 's rural land securitization refers to the income of farmers contracted land securitization , upcoming rights to land contract or contract land transformed into circulation on capital markets financial products the process of implementation , including agricultural land mortgage, stock cooperative system , agricultural land mortgage bonds . Securitization of agricultural land is able to adapt to the rural reform, safeguard rural stability development ; intermediation social capital , improving agricultural productivity ; promote land transfer ; land of scale and intensive management ; government provide a new channel to the indirect control of agriculture ; prosperous financial markets , attract foreign investment. But in China 's existing laws and regulations and the rural status quo conditions , the development of securitization of agricultural land there are all kinds of restrictions and barriers . For this reason, it should be to regulate the current agricultural land contract management system in accordance with the property rights theory , to further improve the system of rural land laws , improve the rural financial market , increase the development of human capital in rural areas , the establishment of a regional securities trust , trading markets , and agricultural land prices index to improve the policy environment to promote the development of the \Securitization of rural land as a rural financial system innovation, its significance is not just factoring agricultural development funds , it triggered a series of institutional innovation in rural areas , especially the rural land system innovation , to overcome the current agricultural development facing the many obstacles of great significance .
