Abstract


Currently, the natural regulatory reform of monopoly industries is the world within , regulatory reform of China 's electric power industry , has achieved some initial results . Regulatory Reform of China's power industry both on the historical background of the traditional planned economy system reform , but also by the impact of the international regulatory reform theory , the paper selects Regulatory Reform of China's power industry as the research object , aimed at from the point of view of the combination of theory and practice , achievements , problems and further reform of the regulatory reform of the power industry toward thinking. This paper describes the regulation theory generation and natural monopoly industries in particular, the power sector major regulatory theory , recalled the history of our power industry regulatory reform two decades of , then use scp theoretical framework and multiple indicators compare methods of our power industry government regulatory reform and the status quo , the judge , pointed out the existing problems and their performance , the main reason for a problem . On this basis , the article proposed ideas to further promote the reform of China 's power industry regulation . In this paper, a combination of vertical and horizontal separation should focus on the reform of the electricity regulations ; regulatory agency independence while strengthening oversight institutions ; distinguish natural monopoly and non-monopoly part set the price of policies to be correct guidance of the tariff mechanism innovation perspective .
