Abstract


Rural Finance as the lowest level of financial, but shouldering the responsibility of many. With the "phased implementation, decentralization" reform, local governments have the financial independence, become relatively independent of the level of government. Establishment of the socialist market economic system, along with the deepening of the reform of public finances, especially the rural tax reform, fiscal operation and management of rural conditions and the environment has changed greatly, it is very suited to rural economic and social development new situation, the operation and management of township finance, there are some contradictions and problems solved.Township government, as the most basic level of government organization, which bears social management and public service responsibility. Social management and public services have demonstrated the effect of government capacity, and ability to effectively play the township government must rely on strong support for rural finance. Township fiscal and government capacity directly determines whether the healthy development of China. Although carried out since the nineties the financial system, but the central region of rural finance has been the most difficult to directly affect the government’s implementation capacity, restricting the effective functioning of government. How to find a way out of present difficulties in order to better play a financial role, in front of us is an important issue. Based on this, this paper attempts to study the financial position of township start, choose a A typical example of the town in Jiangxi Province, for example, the government proposed restricting the effective operation of the financial position of the problem, discusses the financial impact of township government under capacity, and improve our financial position ways in such areas as discussed.Through case studies and the ability of grass-roots financial system conducted in-depth research on improving the public finance system, to enhance government capacity to address the primary financial and management difficulties, and building a socialist new countryside has great practical significance.
