Abstract


Public needs in different historical stages of development have different performance, since the reform and opening up, China's economy continued rapid growth of real GDP rising rate of 9% a year, the rapid accumulation of social wealth. In this historical period, the overall level of public demand compared with the previous increase, the equalization requirements become more prominent. In the course of the study, this paper mainly discusses the following questions: (1) Consolidated results of previous studies, the connotation of the fiscal capacity of local governments, measurement methods, influencing factors were analyzed, with emphasis on the equalization of basic public services the practical requirements of the fiscal capacity of local governments.
