Abstract


Along with the deep development of telcom industry, most of the telcom service providers inside and outside China are facing the same question: increasing quantity without increasing profit, in another word, ARPU dropping. Many server providers are carrying out new billing and accounting policy, the decreasing service charging does help to increase their competitive but it has a negative influence in business incoming. And in the other side, service provider is raising their cost for mobile donating business to fulfill the terminal upgrade requirement from ender users. Beyond that, the operation status of 3G is far below the original anticipation.To server provider, the traditional business income is dropping step by step. Meanwhile, there is more and more new business offering which consumer desires. So service providers are looking forward to getting increase from those new businesses. Actually, it can be taken as business transforming. We have realized, internet has brought consumer more experience for communication service, and it also brought service provider many new business and adoption. Traditional business it to realize the communication through telephone, currently it has extended to all aspects of life and work of modern people. Moreover, traditional business always offers different service through different network, but in the future it will be a merged network.This thesis is aimed at the current status for billing system of TJ Telcom, associated with <China Telcom billing model> of 2004 and <China Telecom online billing system regulation> of 2005, raising the construction requirement for new generation balance management. The result of this thesis can be adopted at TJ Telcom balance system construction. It guides the system construction route of balance management, solves the problems concurred in system merging process, helps to smooth the construction step, and provides a reference for other province for the analogous system.
