Abstract


During the process that economic development in Changsha transforms from the mode of resource-based, investment-led growth in extension into the type of innovation-led growth in content, technological innovation of an enterprise turns out to be critical, and becomes the focus among academics and enterprises. To promote technological innovation, strengthen the dominant position of technological innovation, as well as develop the ability of independent innovation in high-tech industries, promote the conversion of scientific achievements and industrialization of autonomous intellectual property, it is to some extent dependent on the guidance and nurture to the high-tech start-ups from the incubator-system of Changsha.Preparedness ensures success, unpreparedness spells failure. Changes in the external environment also contributes to the own development needs of Oak Garden Science and Technology Business Incubator. As a member of the incubator-system, which has been raised to a strategic height, Oak Park has the responsibility to make their own contribution while developing themselves, valuing both economic benefits and social benefits.In such a context, this paper analyses the macro-environment of Oak Park from four different aspects:politics, economic, social culture and technological environment, based on the study of documents home and abroad and on-the-spot investigation of Oak Park Enterprise Service Center. It gets that except the cultural support system of incubator has not been formed, the overall external environment is very favorable for the development. Besides, the paper also analyses the micro-environment of Oak Park from the advantage of resources it possesses, the disadvantages it faces and the opportunities and threats it is confronted, then put forward different models of resource development according to the circumstances.According to the analysis of the external environment and internal resources of Oak Park, the develop strategy is made. Then according to reality and in a long-run vision, the implementation plan of this strategy is elaborated from the aspects of specialization, branding, scale, establishment of available social intermediary system, diversification of investment and entrepreneurial culture. Finally the security of the program is given.
