Abstract


Highway is specially used for automobile function with security, high-speed and comfortable road, and provides huge volume of traffic and excellent service. Recently, Highway of Heilongjiang province has received considerable progress with our country inputting more money for facility construction, however, its operation and management level are fail to reflect high quality and fair standard. How to improve operation and management efficiency, play Highway characteristics and create more benefits has been a pressing issue for Highway of Heilongjiang.Firstly, we have discussed characteristics and main contents of operation and management of Highway to provide theoretical basis for management model of Highway. We analyst then a series of Highway Operation and management model from developed countries and our country’s different provinces, and point out their advantages and disadvantages. Lastly, we summary the current situation and point out problems in operation and management of Heilongjiang province Highway. According to this analysis. Optimization strategies for operation and management of Heilongjiang province Highway are provided, including tolling management, road administration, service management..
