Abstract

With the global economic development, the development trend of international trade is updating, international freight forwarding agent enterprises have a rapid growth. The quantity of China’s international freight forwarding agent enterprises have a high-speed growth at 1990s, after several decades of development, China’s international freight forwarding agent enterprises have become an important pillar of national economic development. But because of the lack of appropriate performance evaluation system, they can not find the problems in business, leading to their pace of development unable to compete with foreign enterprises. At the impact of economic crisis, China’s international freight forwarding agent enterprises are facing serious challenge, in this case, setting up international freight forwarding agent enterprises’performance evaluation system has become an inevitable requirement.This paper studies the establishment of an international freight forwarding agent enterprise performance evaluation system. First it refers to the theory of performance evaluation, in order to provide a theoretical support for performance evaluation system. At the same time, it analyzes the methods of performance evaluation establishment, in accordance with the principle of international freight forwarding agent enterprises’establishment, this paper selects the Balanced Scorecard, and divides business goals into four parts, including the financial level, customer level, internal business processes level and learning and growth level, and determines the strategic themes of these four levels, to achieve the target of a comprehensive performance evaluation. In order to reduce complexity of the performance indicators system, increase the operability and implementation of the target system, this paper uses KPI to analyze and compare the strategies, according to the major characteristics of enterprises, combining with experts evaluation method to determine the key strategic topics of four levels and the key performance indicators, thus meets the requirement of the importance and the comprehensiveness.This paper sets up corresponding evaluation system after determining the performance evaluation indicators. Basing on comparative analysis of different evaluation methods, and the characteristics of the high level and low relation, this paper chooses AHP to determine the target weight. At the same time, because of more qualitative indicators, it selects the Fuzzy General Evaluation method to change qualitative indicators into quantitative indicators. In the use of Fuzzy Comprehensive Evaluation, the treatment of qualitative indicators, scored by experts to be quantified, determines the fuzzy relationship matrix to evaluate qualitative indicators; and the treatment of quantitative indicators gets their assessment of value through the non-dimensional treatment of original data to increase the objectivity of the evaluation results in order to reduce the impact of subjective judgments.This paper selects the international freight forwarding agent enterprises as the evaluation object after the establishment of the performance evaluation index system. It also collects and evaluates this enterprises’raw data to verify the validity of the evaluation system.The study of this paper shows that in the establishment of an international freight forwarding agent enterprise performance evaluation system process, through the analysis of enterprise business processes, clearing the major contents of business enterprises, using the Balanced Scorecard and KPI methods, it sets up the target system, which ensures comprehensiveness and importance of the international freight forwarding agent enterprises performance evaluation system. In the process of performance evaluation, it is reasonable and effective to use ANP and Fuzzy Comprehensive Evaluation method to analyze international freight forwarding agent enterprises’performance.
