Abstract


Since reform and opening, China has achieved rapid economic growth, GDP increased significantly the total achieved the standard of living has improved significantly. On the one hand, we should recognize the achievements of past and continue to deepen reform and opening up, continue to improve the market economic system; but on the other hand, we should also fully aware of the development process in our country, the problems encountered. One obvious problem is the economic development of imbalance, which causes include geographic location, resources, population density, the policy system and legal environment and different areas have huge difference. This article is from the theoretical analysis by the Government in achieving The process of financial equalization role played by the specific analysis of the fiscal transfer payment system design objectives, content and transfer payment system for financial transfer payment system to achieve the equalization of the role played by the process; and then, again by Anhui Province Analysis of the data of each county, Anhui Province, obtained huge differences between counties and cities, in addition, this article by the Anhui Province, Anhui Province in the northern Anhui is divided into three parts in Southern studies, financial transfer payment can be obtained for all regions Financial equalization of basic public services so as to realize the goal of equality of results.
