Abstract


With the development of the system of China’s military casualty insurance system for more than thirteen years, the system with Chinese special features has been already established now. However, through the deep deformation of national social security system, the practice of pushing army modernization forward and war preparation, the changes of environment in which China’s military casualty insurance system is put into effect, the China’s military casualty insurance system also faces the question that how to develop and create further. The object of this thesis is to provide the policy-deciding department with the complete project about deforming the China’s military casualty insurance system, by analyzing the theories of China’s military casualty insurance system deformation and creativeness, and to accelerate the process of making the China’s military casualty insurance system perfect and sound. The military security system is an important element in our national social security system, which gradually forms up in the process of long-term development and constructing practice. Basically, it used to meet the needs of soldiers’interests. As an important part in our Army Insurance System, China’s military casualty insurance system has been the main method to against risk for soldiers with the development of this system for more than ten years. However, with the further reform of socialistic market-oriented economic system, the traditional military social security system is confronted with a lot of new challenges and unreasonable factors. For example: confounding positioning, defect insurance categories, low insurance level and inefficient management. Therefore, it is indispensable to study our military social security system, to analyse its defects and to probe into counter-measures of reforming and improving the military social security system, which is not only a specific step of strengthening national military social security system, but also an important measure of protecting soldiers’rights and interests, raising military logistic construction level as well as facilitating national、military and social security and stability.To sum up, directed by military strategic principle in the new stage, based on a series of laws, statutes, policies and systems for strengthening national and military security reform, this paper suggests drawing successful lessons from foreign army, pondering the present situation of our army and exploring the inner rule of military social security system in new times. In conclusion, the author advises improving military social security system and offers valuable theoretical reference for establishing and improving a military social security system with Chinese characteristics. Based on an questionnaire investigation, we analyzed soldiers’satisfaction against the present system. Based on this result, we provided some valuable theoretical reference for establishing and improving China’s military casualty insurance system.The article consists of six parts:The first part outlines the background and significance of this research,thoughts of writing, related theories, research methods and the innovation point of this paper.The second part studies the concept and professional characteristics of soldiers. Based on these, we research soldiers’risk and the connotation、functions of China’s military casualty insurance. Then study the development of China’s military casualty insurance system.The third part put emphasis on the comparison:the author compares China’s military casualty insurance system and work injury insurance system、foreign country’s military casualty insurance system , analyse the differences between the systems and try to find out the unreasonable factors.The fourth part put emphasis on data interpretation through the questionnaire survey from Hangzhou Sanitarium of Nanjin Military Command Area, and the author analyzes soldiers’degree of satisfaction against the present system.Based on this,the fifth part outlines the problems and restraining factors of China’s military casualty insurance system.Based on the text’content, the last part draws some valuable theoretical recommendations for China’s military casualty insurance system and offers some prospects of the future research.
