Abstract


In this paper, establishment of industrial circular economy mode in Hebei Province as the research object , circular economy evaluation of resource consumption, waste and emissions , a more objective evaluation and understanding of industrial circular economy development status of Hebei Province , Hebei Province industrial cycle reflects the current low level of economic development in the country is relatively backward ; prevalence of technology in the industrial backwardness , poor technological innovation capability , unreasonable industrial structure , product structure needs to be optimized such issues , and on this basis , focus on analysis of the development situation and existing problems of Hebei iron and steel , petrochemical industry , chemical industry , building materials , machinery manufacturing, and other leading industries , exploratory build cycle model of economic development of these industries . And the corresponding proposed perfect safeguard mechanism to promote recycling industrial economic development in Hebei Province , through the development of a mandatory local laws and regulations and policies , improving the industrial development of recycling economy guide policy , establishing incentives for industrial circular economy and building industry to move forward policy support system to cycle mode transition . Financial support to speed up the cycle industrial model to establish , through the establishment of the ecology , recycling-based Industrial Park , promoting the establishment of a recycling industrial model , and promote clean production enterprise economic activity , truly closed type cycle , to speed up the promotion of the implementation of circular economy in Hebei build a basic platform . The paper as much as possible to the latest data basis for the study of grasp of the actual situation , the theoretical study of the establishment of industrial recycling economy development model used in the construction of the overall economic development in Hebei Province in practice , trying to achieve a theoretical study with the concrete practice of effective combination to achieve a practical guide for the purpose of industrial circular economy is further reflected in the construction of a recycling-oriented society in an important position , in order to promote the improvement of the level of sustainable development in Hebei and the improvement of the capacity for sustainable development .
