Abstract


Bidding as a new thing , with the gradual implementation in our building , are playing an increasingly active role , especially the official implementation of the Bidding Law of the People's Republic of China \has achieved substantial results , and save a lot of capital investment for the country . China Posts and Telecommunications Equipment the northeast Company ( hereinafter referred to as the Northeast equipment company) from 2000 tender communication construction project contracting and communication construction materials needed for procurement . Adoption of the tender the company saves a lot of engineering construction investment , and improve the quality of the construction of the project . However , the implementation of the tender system is not a long time , not enough tender standardized operation . Tender management , there may be a variety of risk factors that affect the normal development of the company , some risk of loss caused to the company event does occur in the actual work . Of the objective existence tender risk awareness is not enough , but also lack the necessary risk prevention measures , resulting in economic losses caused to the company more or less in the the risk events advent helpless . In this paper, starting from risk management theory , applies to Northeast Equipment Company Bidding practices and risk management theory , analysis of the risks of the Northeast equipment companies facing various tendering , thus giving the improve the northeast Equipment Company tender management measures . This article has the the Northeast equipment tender work environment tendering risk analysis , the tender workflow on the risks bidder unfair competitive behavior caused by the the tender risks and other tender risk . Evaluation and risk assessment methods for each risk . Finally, corresponding to Northeast Equipment Company tender risk improvement measures can be applied to the actual bidding work , including file creation bidders , bidders credit investigation , specification preparation of tender documents , writing efficient base bid Bid Evaluation Committee set up in accordance with statutory procedures , standard bid evaluation , establishing enterprise risk management culture and other measures .
