Public infrastructure financing model, BOT financing mode by the attention and favor of the Governments and investors, it ease the pressure on government funds, do not have the advantage of traditional financing models bring advanced technology, has been public recognition. Developed countries it is an effective way as public infrastructure projects, while developing countries it is regarded as an important means for the introduction of foreign capital and advanced technology. Value engineering is based on the lowest life-cycle cost, to achieve the necessary functionality of the product, focused on the functional analysis of organized activities, optimize cost, performance activities, based on a quantitative analysis method to improve the value of the product as the goal. It is the ultimate aim is to improve the value, reduce costs, the key is to use creative thinking to come up with innovative programs. Engineering activities are the basis of the existence and development of modern society, the engineering innovation is the main battlefield of the innovation activities, there are many philosophical proposition in engineering activities. Philosophy of engineering research at this stage, mainly to the philosopher's theory study and engineering philosophy weak basic research, theory, systematic monograph less academic community is yet to be established, there is no form acceptable the joint research program.
