Abstract


According to the national law and regulations, rural compulsory education is a kind of school education, compulsive, free for school-age children and teenagers in the rural areas. The shortage of investment on the compulsory education is still a hot topic among the men of insight. The theories of public goods and public expenditure show that governments of all levels should capitalize on the compulsory education in the rural regions.The paper analyses the exiting problems and their reasons on rural compulsory education. At present, the main problems in capitalization are inadequacy of the total capital, the great gaps among regions, between urban and rural areas, and serious problems of embezzlement on rural compulsory education .The factors to those problems are as follows: the slow development of the rural economy, and poor capacity of the fiscal payment, the lack of the management system and the low ratio of the high level governments’ investment, and unreasonable structure of allocating education expenditure.Basing on the analysis, of the above -mentioned problems as well as the reasons, the paper puts forward some basic counter-measures to guarantee the funds capitalized on the compulsory education. From now on, we should gradually enhance the standard of the public expenditure spent on elementary and secondary schools, improve the security mechanism of the teachers’ pay during the compulsory period, plan the investment of public and private schools as a whole, regulate the management system, improve the system of law and regulations and strengthen the inspection and supervision system.At the end of the paper, giving Huaihua in Hunan province as an example, and compares Huaihua with the whole country as well, with regard to the transferred payment of the public fund in the compulsory education, an imitating calculation and a result-analysis are made basing on the relative data in Huaihua city.
