Abstract


As China's urbanization and industrialization process accelerated, a large number of surplus rural labor to urban areas, the formation of migrant workers, they are in the city's modernization has made outstanding contributions, but because of differences in status but can not enjoy urban residents enjoy a variety of security, their employment, income, working conditions, living conditions and social security situation is worrying. In recent years, with the economic development of Hebei Province, the growing number of migrant workers, their lack of social security has brought a series of social problems. These problems can be resolved directly related to economic and social stability, related to the Hebei healthy and rapid development of various undertakings, but also related to the vital interests of migrant workers. Therefore, farmers in Hebei Province to accelerate the pace of workers to participate in social insurance without delay. This study of the status of migrant workers in the actual investigation, found that the current migrant workers in Hebei Province to participate in social insurance in an unfavorable situation, a large number of migrant workers in the social security hovering outside the door, the reason is mainly the following five points: first, migrant workers insurance policy is not perfect, and the specific implementation of the policy there is a deviation; Second, the awareness of migrant workers insured is still not high; Third, the employer is trying to evade pursuit of economic interests of migrant workers insured obligation; fourth migrant workers do not have the transferability of social insurance system, suited to the frequent movement of migrant workers, transfer and continuation of social insurance relations needs; Fifth, social insurance administration flawed. Migrant workers to address these issues and their own characteristics, this study suggests that, at present to solve the problem of migrant workers the basic principles of social insurance should be \Namely: the first stable employment of migrant workers into existing urban social insurance system, a non-stable employment of migrant workers to establish transitional social insurance system, the time is ripe and then it gradually into the urban social insurance system. Thus, the thesis was designed based on the framework of the urban social security system, including work-related injuries, medical, pension, unemployment and maternity five insurers, including migrant workers social insurance system and operation mechanism of the system carried out relevant research. Since the design of migrant workers social insurance system established under the framework of the social security system in urban areas, and its operating mechanism and urban social security should also be the same, so this paper also proposes improving the operational mechanism of some suggestions: First, the establishment of migrant workers social insurance system management mechanism; Second, the establishment of migrant workers transfer and continuation of social insurance mechanism; Third, the establishment of migrant workers' social insurance and social insurance for urban workers, integration mechanisms. Also proposed the establishment of migrant workers in the social insurance system operation supervision mechanism, that in advancing the legislative process at the same time, increased enforcement of existing laws and regulations; migrant workers insured to carry out regular joint inspection; establish trade unions of migrant workers. In addition, proposed some guarantee migrant workers social insurance system run other support measures.
