Abstract


The historical workers and part of economics and sociology workers have extensively concern about the great famine in 1959-1961 over the years.But we find scholars focused on the severity of famine and the cause of famine by careful study.Few people study the disaster relief.With the help of the methods and theory of history and social security and social assistance,the paper will comprehensively explore disaster relief problems in Tangshan in 1959-1961.The paper gives a detailed analysis of disaster relief in Tangshan in 1959-1961 from the perspectives of the playback of history,cause,measures,achievements and shortcomings,experience and lessons.It outlines the picture of famine in Tangshan,pointing out that the famine was efforts of natural disaster,“Great Leap Forward”,People’s Commune.The paper inspect the relief of urban and rural areas.It believes that although the provincial government slowly response to the disaster relief,but because of the governments of the Tangshan region actively lead and attach importance to the disaster relief and various types of pre-effective implementation of disaster prevention measures,disaster relief achieved remarkable results and avoid large-scale social unrest.Famine in Tangshan region are under control in the end of 1961.It was worth summarizing the experiences and lessons of disaster relief in Tangshan.
