Abstract


The compulsory education and the financial support issues are all the time the heart of the matters, to which the government and the public have long been paying attention. At the same time, these are also the highlighting problems that government should try her best to deal with well. With the national financial function transformation from economic construction finance to the public finance, especially the enactment and compliment of the Compulsory Education law (it contains the prominent policy breakthrough point concerning about financial support, raises new aims and demands for the development of compulsory education.), the reform of Chinese compulsory education financial support is becoming urgent and necessary, and it also has become the main subject of the times. Under this circumstance, this thesis provides positive responses towards the reform on the compulsory education financial support system. What’s more, through researching and studying on the compulsory education financial support, the author wishes to breakthrough the bottleneck restrictions of the compulsory education development, accelerate the implement of the free plan smoothly, and hasten the final achievement of the balanced aim, and play the theoretical and practical guideline for the healthy development of Chinese compulsory education in the new period. All in all, this thesis consists of five parts.Part one: it is the introduction. Expound the reasons for choosing the topic through the questions raised. Besides, with the summarizing the literatures, author educes the standpoint and focuses of this thesis. Besides, it introduces the purpose, significance, the track of study thought and method used in this thesis.Part two: it mainly focuses on responsibility of the compulsory education financial support. Based on the dualistic levels—the theoretical analysis and policy and regulations, author analyses the compulsory education investment, and clarifies the function of the government with the purpose that enabling the government, from the very beginning of forming the guiding thoughts, establishes the consciousness of“the primary people held responsible”. The capital, human resources, and faculties have the priority of guarantee, and at the same time this part also paves the theory foundation for the following chapters.Part three: it focuses on the present situation and problems of the Chinese compulsory education financial support system. Appling the new data and comprehensive statistical index to the researching and studying, and considering the three aspects (input gross, supply structure, and the implement effect), the author reveals the present situation and existing problems of Chinese compulsory education financial support system, and preliminarily forms the realistic understanding towards the Chinese compulsory education financial support system.Part four: it focuses on the referential experience and inspirations of the foreign compulsory education financial support system. The thesis draws on other countries’experience of the compulsory education financial support system, and gets the inspiration through the summarizing these experience with the wishes to supply reform thought to Chinese compulsory education financial support system.Part five: it focuses on the policy and suggestion of reforming the Chinese compulsory education financial support system. The author, on the basis of the combination of the international experience and Chinese compulsory education financial support system’s present analysis, provides the basic thought on constructing the different compulsory education financial support system,and also have done the reasoning of the feasibility of this thought. Besides, author also offers some detailed suggestion at some aspects, such as input mechanism, distribution mechanism, financial mechanism, supervision and restriction of the government.
