Abstract


In recent years, major sudden environmental pollution accidents continued to occur in chemical companies, and caused heavy losses of life and property companies, some of the accidents have serious consequences for ecological environment of the major river basins, such as the November 13, 2005, the PetroChina Jilin Petrochemical Company double benzene plant exploded, while the Songhua River caused major water pollution incident. The purpose of environmental risk assessment is to analyze and predict the existence of potentially dangerous construction projects, harmful factors, causing toxic and easy explosive substances such as fuel leak caused the personal safety and environmental impacts to the extent reasonable and feasible prevention, and put forward emergency response and mitigation measures so that the accident rate of construction projects, loss and environmental impact to acceptable levels.Firstly, under the "Environmental Risk Assessment Technical Guidelines"requirements, risk identification, source analysis, the consequences of computing, risk calculation and risk management were studied in-depth, including analysis of source terms and consequences of volume calculation and the calculation of emergency pool chemical enterprise risk assessment is important and difficult. According to the risk of potential accidents, the probability of the maximum credible accident was selected. According to chemical spills and leakage time of occurrence, the maximum credible accident analysis source strength was calculated. Calculated through the model, the risk of the project results was predicted. Firstly, the value of the maximum credible risk of disasters and accidents was calculated, and then it was compared with the level of acceptable risk in the same industry, to determine the risk acceptable results. Based on the above work, risk prevention measures and emergency plans were proposed. Combined with a chemical risk assessment of the actual cases of enterprise environment, the chemical enterprise environmental risk assessment of the practical application of technical methods were further further proved.This study provides a technical reference for environmental risk assessment practice of chemical industry, and has some practical significance.
