Abstract


Ports as a basic strategic industry plays an important fundamental role to develop the national economy. The investment in port infrastructure has the feature: huge investment, long recycle term, the main investment part in short, preventing the development of port economy, mass insufficiency of money, deficiency of supply of port infrastructure... All these became the negative factor for the development of port.With the brief introduction of financing through multi-channel and business diversification as well as the trend of privatized ports throughout the world, and also the analysis of current investment in Nantong port infrastructure the paper presents a port mode of landlord which embodies the function of financing as well as the mode of port management . The paper analysis in details its basic type, advantage & disadvantages, working mechanism as well as several examples of ports used in this mode, the paper describes the necessity and urgency of implementing landlord port mode and problems to be solved including some suggestions.It can be referred for the government and the port administration manage department while they make the decision.
