Abstract


Disease is the threat that human being must face to in one’s whole life. During the course of illness, disease will not only reduce laborer’s income, but also bring about the medical cost. Therefore, as the necessities of human’s survival and development, medical service provided promptly and effectively to residents is not only the required of social and economic development, but also is the need of social harmony and stability.In 2008, China’s per capita GDP reached and more than $3,000, 000 000 mark. According to international experience, this period is a key to social and economic development, social economic growth stage of way to start transformation. Meanwhile the contradiction between the various social strata will gradually highlight. Therefore, it is imperative to social structure adjustment. If the adjustment result of social structure is good, the social economy will usher in a new fast development period. Conversely if adjustment is bad, it will lead to economic hiccup, social unrest. In this period, the government will focus on developing and perfecting the social security system in the country to solve problems and the basic social income distribution, so as to decrease the betterment of the friction between the various social strata, maintain social stability. Medical security as the main component of social security system, medical insurance coverage and safeguard level directly affects social members’health and quality of life. Therefore, the medical and social security level improvement of China’s social economic development and social harmony has the extremely vital significance.The reform of medical system has been proceeding for nearly 20 years, but is not succeed. The main reason was because in medical reform in the relationship between government and market no straightened out. The government of inadequate investment on health care, at the same time they scored the medical service providers and medical insurance management dual role. In this case, not only lead to social medical insurance fund toughly operated, but also causes the residents were difficult and expensive to see doctor. Healthy reform for the unsuccessful need our medical system suitable for China’s national conditions of new exploration. Meanwhile, we will extensively the drain in the world is the experience and lessons of medical system reform, which makes its own exploration little detours.The theory of Management Competition put forward to in the 1970s. Since birth, it has become the world’s health-care reform one of two big trends. Based on our medical system has basic contradictions and conflicts based on study of form, and by the United States, Britain and other countries to the medical system are analyzed, and then the reform of our country to management competition theory the fitness of medical system reform, and according to the principle of knowledge-management competition theory our medical care system reform target model for scientific design.
