Abstract


After 20 years of reform and opening up and modernization drive, China's overall national strength has greatly jumped, and the people's living standards in general has reached a comfortable level. But the urban-rural dual structure does not change, widening rural-urban gap in some respects, urban and rural dualistic separation of the social security system is difficult to adapt to the requirements of a harmonious society, this reform and innovation, and gradually balance urban and rural The social security system is becoming more and more important. This article is based on the introduction of the theory of social security, the basis of a combination of Evaluation and Social Security in China practice, the use of the theory with the actual method, sum up the experience and lessons of China's urban-rural dual social security practice, the use of socialist scientific theories of the theory of the market economy and social security, combined with the new situation of China's current operation of the rural economy, new problems, new model of the proposed reform and innovation, new ideas, seek new social security system in line with China's national conditions of urban and rural dualistic regime. First, the introduction of the contents of the countries in the world's understanding of the concept of social security and social security, social security definition proposed in this paper given, and discusses the significance of gradually the dualistic urban and rural social security system, to determine the scope of this study and the basic research methods . Secondly, in theory, from a macroeconomics perspective analysis of the basic economic principles of the social security and microeconomics angle theoretical basis for analysis of the dualistic social labor movements, and recalling the prototype of the social security thinking, the new German Historical School, Pigou the idea of ??\Discusses the Marxist theory of social security. Our domestic scholars and the discussion of the issues related to China's social security is analyzed in detail. On this basis, focuses on the practice and content of the construction of the social security system in Germany, the United Kingdom, the United States, Japan and other countries, the analysis of the history of the social security systems in developed countries on China's revelation that modern social security system is the product of the industrial revolution; the advance of industrialization to promote the integration of urban and rural social security; establishment of the level of social security to adapt to the level of development of productive forces; social security coverage to the whole society in a progressive manner.
