Abstract


With the rapid development of industry and agriculture, watershed interference by human activities and dramatic changes. The basin has formed over the natural, social system is changed, many of the features of the basin disappeared. Accompanied by the basin frequent natural disasters, the watershed residents suffering from the shortage of natural resources, production, life, environmental degradation and other issues seriously troubled. Therefore, how to promote the ecological and environmental protection, and promote the sustainable development of the watershed social, economic, and watershed managers have been thinking. Traditional management ideas with a single, flood control, integrated watershed management theory in recent years was gradually formed, utilization of water resources as the core multi-objective management approach gradually over the last 20 years in foreign countries began to apply its management the ideological performance: (1) to protect the health of the basin natural ecosystems and the environment; (2) the establishment of integrated river basin management institutions; (3) to develop watershed protection and development planning; (4) the establishment of integrated river basin management laws and regulations; (5 ) Basin natural resource use and compensation mechanisms; (6) to promote watershed stakeholder participation in watershed management. In this paper, on the basis of theoretical methods of environmental economics and regional economics, the introduction of the guiding framework of integrated river basin management and analysis methods, an important tributary of the Yangtze River - Red River, for example, through systematic data collection and field surveys, pointing out that Red River Valley threats to the natural environment, the threat to the causes. The authors found that the Red River Valley irrational industrial distribution, industry, the lack of organic links between the middle and lower reaches, has not been established as a socio-economic system of regional development in the basin natural ecosystems function basis, the two systems is difficult integration. Further evidence that the basin is rich in natural resources, with significant environmental characteristics, the watershed environmental characteristics of sustainable use of natural resources is the best way to Valley Economic Development basin macro and Cluster Analysis. The authors analyzed the industrial development of the Red River Valley and the characteristics of the natural environment, promote stakeholder consensus under the premise of, basin unit fully utilize and Ji - Charming natural resources, and ultimately to the Red River Basin Sustainable development. Specific strategies and action: (1) to carry out the preparation of the \River pollution prevention and control work; (4) increase efforts to ecological projects; (5) establish the ecological benefit compensation mechanism; (6) the establishment of the watershed of all sectors of society to participate in environmental protection work mechanism. If this strategy is feasible and accepted by the government departments, the Red River Basin integrated management model for the region of the same type of environmental protection and economic coordinated development and basin management reference.
