The gap between the traditional circuit switching network and the voice over internet protocol on quality and synchronous of the voice is closing. Becasue its low cost and good skills in the future development of the Voice over internet protocol, it wins the global market and more attentions from the industries.Low cost VOIP based on network completely has the effect of the traditional circuit-switched. As one kind of voice over internet protocol applications, the multimedia conference has been more and more welcomed by users. But the application of the Multimedia conference based on session initial protocol is not wide, the fautiness of the technology about conference control and medie control causes the condition.Therefore, the thesis solves those problems through doing the following jobs according to the specific situation:(1) Through searching with a lot of information related to this project, the paper summaries the situation and discusses the research meaning of the theory and application of this issue from technology development trends and the user’s actual requirement.(2) This paper designs the conference model which has the attribute of high feasibility and centralized control, through analyzing the signaling topological types and media topological types and comparing various meeting model.(3) According to the network seven layer models, this paper chooses SIP protocol and its matching SDP protocol, RTP protocol and UDP protocol.(4) This paper designs and realizes the SIP protocol stack, Focus module and Voice module etc in the conference control module.(5) This paper designs and realizes the RTP protocol stack, mixing modules etc in the media control module. (6) This paper tests the achieved function of the entire server, summarizes the research content and puts forward the next research plan.
