Abstract


Local institutional reform in the 18th century to establish the management system of the provincial and county levels , sound local, national institutions , strengthen the management of the central and local , but also improves the status of nobility in local governance . Reform of serfdom in 1861 to become a milestone in the transformation of Russian society , Russian society began steering by the hierarchical social class society , this transformation process is extremely complex . The 1864 reform of local self-government bodies , not only in the short term to solve the serfs after the liberation of the management of the government on local issues , and provide a space for development and social transformation in the Russian aristocracy . Many nobles back to the place , not only to promote the Russian agriculture , education , culture , health development , but also in safeguarding the stability of the local community for a long time . Due to a special geopolitical factors , the rights of the Russian nobility has always been closely related with national service , and has nothing to do with the land , this contradiction is particularly evident in the late 19th century . Reform of serfdom in 1861 greatly impact a noble level , the political level of privilege of the Russian aristocracy began to lose , to polarize to speed up the process , the aristocracy can not be serving the country in accordance with the original ; economy based on national obligations of the Russian nobility , the price revolution stimulation , sold a lot of land . The serfs and land loss , the nobility survival is seriously challenged . Territory aristocracy not only involved in the management of the affairs of the local farmers , are also involved in the management of the local self-governing bodies . Local self-government institutions , as a the aristocratic interests spokesperson and leader Chief nobility just a tool to assist the Government in the management of local , decided this dual identity aristocratic social development and transformation of the contradictions , on the one hand , they try to participate in local management to make up for the loss of a major reform , trying to maintain the original level privileges , On the other hand , as an appendage of the central government - the leader of the local self-government institutions , in the role of promoting the reform of local organizations in Russia is limited . This paper attempts to explore Russia 's role in the development of local self-government bodies from the territory of the nobility in the late social transformation in Russia complexity and contradiction .
