Abstract


China in the development of urbanization and industrialization process a large number of land acquisition . High demand of land due to the continuous expansion of the size of the cities and public infrastructure , land acquisition range gradually expanded , land acquisition amplitude sharp increase , brought increasing landless peasants . The emergence of a large number of landless farmers due to the behavior of the country 's land acquisition , lost land survival , they do not get proper placement , vulnerable groups become divorced from the edge of the city has also become unstable factors affecting social stability and social harmony . Government land compensation landless peasants , some not , some urban residents can not enjoy social security , urban life difficult , faced with the transformation of the way of life, habits , and way of life . The urban landless peasants in order to integrate into the city , must get the help and support of the government . As a party of government and land acquisition units , should assume the responsibility to provide the social security and excellent living conditions for landless peasants , and to provide training for their employment . This paper proposes the problem of landless peasants , mainly unreasonable compensation system , the land acquisition process violations and social security system is imperfect . Then reference the landless peasants rights protection measures in the United States and Japan , and they are how to solve the placement problem of landless peasants . What is then proposed to solve the problem of landless peasants in China learn . Finally, this paper focuses on the ways and means to solve the problem of landless peasants , proposed several solutions , improve the social security system; reform the existing land requisition system and rational allocation of land compensation , an appropriate increase in compensation standards ; creation of employment opportunities , provision of vocational education and training for landless peasants . Only to reform the existing system of land acquisition , the establishment of a comprehensive social security system for the landless peasants , landless peasants can fundamentally solve the problem , maintaining social stability and harmony .
