Abstract


With the development of economic globalization , the world has gradually become an inseparable whole , national politics are becoming increasingly sophisticated and diversified . This makes the establishment of bureaucracy and administration dichotomy based on the traditional management model country faces enormous challenges. To this end, the government launched a government management reform wave , aimed at breaking the old management model, fundamental adjustments in the direction of government , in order to strengthen the government's responsibility , to respond to citizens of diverse and even conflicting demands of inter- to improve government efficiency and quality of public services . Transformation of China , civil rights awareness is gradually awakening , everything required to change the government 's strong role in favor of changing functions, respond to the various needs of the people to promote substantive justice and formal justice both organic unity. Especially in contemporary society complex , ever-changing landscape, building people-oriented, responsible , efficient and respond to government efforts to strengthen the government's responsiveness to citizens of the requirements of the times , but also to achieve a harmonious administration , to the harmonious society the key articles is divided into five parts: The first part is the preamble. Government response brief research background and significance , research status , research ideas and methods as well as the main innovation of this paper . The second part explains the Government's response to the basic concept , development stage , detailing the service-oriented government response characteristics, and focuses on the Government's response to the three theoretical basis. The third section describes the different periods of different manifestations of the Government's response , combined with relevant reality , our government responded in depth the various problems . The fourth part from the management concept , the administrative system , civic participation and decision-making mechanism to interpret the resulting four aspects of our government is not responding or slow to respond the underlying reasons. The fifth part the author from the transformation of management philosophy, administrative reform , and promote citizen participation , operating system innovation related countermeasures put forward four proposals.
