Abstract


With the new public management and governance theory put forward movement, nonprofits pluralistic governance has become an important public sector one of the main. The challenge facing the process of governance, government and nonprofit organizations to establish cooperative relations between the governments of the world have become the reform and governance an important strategic choice. In recent years, the Chinese government and nonprofit organizations relations have developed rapidly, but the overall level, in between the depth, long-term co-operation, there are still some obstacles and problems. Hinder our government and non-profit organizations of good cooperation between the many factors: from external factors analysis, policy and legal system is not perfect, dual management system is too strict limits the nonprofit organization's development and hinder the establishment of cooperative relations between the two ; from internal factors, lack of knowledge of non-profit organizations the government to intervene too much, non-profit organization's own lack of capacity, credibility is not high, it is difficult to meet the requirements of the partner government, hindering the establishment of cooperative relations between the two. Meanwhile, in the institutional building and government support, through the United States, Britain and Japan comparative analysis to identify gaps and can learn from our place. This paper is divided into five chapters. Chapter 1 is mainly theoretical analysis, explained the need for the government and non-profit organizations and co-dominant, and the use of theoretical analysis of governance in government and non-profit organizations under the governance roles and functions that the government is to serve buyers and contract monitoring who is a power-sharing nonprofit organizations and service providers. Chapter 2 outlines the development of relations between the government and non-profit organizations of the actuality of cooperation between the two difficulties caused by external factors, and cause analysis. Chapter 3 from the institutional environment and attitude of the Government in two areas, comparative analysis of the United States, Britain, Japan, the government and non-profit organizations working relationship, to give our country a reference. Chapter 4 through the \to establish a win-win partnership to provide ideas. Chapter 5 presents our government and nonprofit organizations to promote cooperation between the development of measures, both to improve the policy and legal system and supervision, management system, to provide for the cooperation between the two external conditions, but also the Government's initiative to change their ideas, trust, non-profit organization, communication platform, but also to non-profit organizations to improve their comprehensive ability to improve credibility, deal with the relationship between government and enterprises, training volunteers.
