Abstract


Resource-based cities is the process of industrialization inevitable phenomenon, its distinguishing feature is the city's rise and fall and resources mineable reserves closely associated with the city resource-based industries in the city's economic structure optimization and upgrading process status closely associated with the city resource-based enterprises is closely related to market competitiveness. In our city now, almost nearly half are resource-based cities. These cities for the establishment of a complete industrial system and national economic system, to support the rapid development of China's national economy has made tremendous contribution indelible. But with the depletion of resources, resource-based products market supply and demand changes in the general increase mining costs, benefits and other factors led to accelerated landslide development of resource-based industries struggling, many resource-based cities there is a serious recession and the relative stagnation of development phenomenon, the resource-based cities survival and sustainable development of the deteriorating situation there. Coupled with the economic development, national, regional, competition between cities, the development of modern science and technology, new materials and new energy widely used, greatly weakened the original status of resource-based cities, but also accelerated the resource Type Cities recession. Resource-based urban development in a number of problems has exceeded the scope of its own capabilities, and the development of the entire national economy in varying degrees had a negative impact. To this end, countries in the world according to the actual situation took a different transformation measures, but for the purposes of resource-based cities, given the different national conditions, measures and experiences of foreign countries only be learned. How to combine China's national conditions, to find out suitable for China's resource-based transformation to achieve sustainable urban development path, is undoubtedly of great theoretical and practical significance. In recent years, Huainan City to achieve resource-based sustainable urban development objectives and requirements, adhere to a resource-saving and environment-friendly \In Hehuai city of urban and rural integration as the flank of the \\In 2009, the GDP of 50.88 billion yuan, the per capita GDP of $ 3,247; fiscal revenue 7.5 billion yuan; fixed assets investment 28.6 billion yuan; total retail sales of social consumer goods, 15.91 billion yuan; urban residents per capita disposable income of 14,046 yuan; Rural per capita net income of 4,893 yuan; 40,000 new jobs in cities and towns, the registered urban unemployment rate 4.43%; natural population growth rate 8.47 ‰.
