Abstract


The 21st century is the era of a knowledge- intelligence and ability to innovate based , with the continuous development of economic globalization and the knowledge economy , the university is no longer a general sense of teaching and research units , but has become a national innovation system and science and education and rejuvenation of the main force , personnel training , innovation and scientific research base . However , in a survey of Jilin University Technology talent independent innovation achievements and level is not optimistic , which is caused by the colleges and universities to establish and run the incentives did not play a full . Talent incentive mechanism of Jilin University Technology The main problems are: lack of pay incentive is not strong , democratic management atmosphere unsound emotional motivation , evaluation and incentive intensity is not strong . According to the analysis of the status quo of the University of Jilin Province incentive , I learn from foreign experience based on proposed build the framework of the basic theory of Jilin University Technology Talent independent innovation incentives that reasonable material incentives , effective mental incentives and appropriate career incentives , standardized system of incentives , to create a system of teachers democratic participation and fair competition environment . In order to improve the capability of independent innovation of university technology professionals in our province , thus increasing the strength of science and technology , provides strong technical support for the sound and rapid development of economy in our province .
